Philo was a post office located in Highland township. No definitive record of its exact location has ever been found. It is one of the post offices that may have changed locations over time. A modern day topographical map by the United States Geological Survey shows the historical location of Philo to be on a ridge just west of the center of section 25, which matches most period maps that show it located on the road between Afton and points West. However, one map shows Philo to be located south of the town of Highland. This is quite possible because in later years the main east-west road shifted further south a mile and Philo post office may have been relocated to the new main road. Records in the book, Iowa Post Offices, 1833–1986, by Alan H Patera & John S Gallagher, 1986, show that Philo was a post office from 1856-1864. The Post Office may have been named for Philo Clark, one of the founders of the town of Highland.
